Responding to the first stage of Monitor's review into the fair playing field for NHS providers, David Worskett, Director of the NHS Partners Network, said

"NHS Partners Network welcomes Monitor's Review into the 'fair playing field' to improve services for patients.

"A 'fair playing field' is integral to the best care and treatment for patients.  It is absolutely vital that commissioners and patients alike should be in a position to use the best quality and best value providers. If the barriers to a 'fair playing field' persist, and either incumbent providers or new entrants are unduly favoured, it will be much more difficult for the NHS to improve quality and innovate while also meeting the huge financial challenges ahead.

"It is important to remember that this is not an economic  or theoretical debate.  And while it is right to consider the impact of new entrants on existing services this must not be used as special pleading to protect poor services that need to be replaced in patients' interests. The issues must be viewed dispassionately through the lens of impartial and quantified economic analysis and appraisal so that patients can be offered the best care.

"We look forward to working with Monitor throughout the consultation process to ensure that the playing field becomes fair and patient-centred."
