Whitehall spending is to be subjected to greater scrutiny by the Treasury, as part of moves to tighten financial management of government departments

Treasury Chief Secretary Danny Alexander will outline the changes in a speech in which he will stress the importance of "fiscal discipline".He will say UK finances will never again be allowed to get into "a mess".He is also telling departments to set aside 5% of their budgets to be "re-prioritised" if new pressures emerge.The government is implementing spending cuts in a bid to repair public sector finances and cut borrowing.
