Salix Finance is a not for profit company funded by DECC, to provide interest free funding to the Public Sector for invest in energy efficiency projects. For anyone not aware of Salix, we have funded projects totalling £180m to date delivering annual savings of approximately £50m to the Public Sector.The focus of our funding is on "quick win" investments such as lighting upgrades, insulation, ICT and motor controls to name but a few. Our interest free loans are available on a first come first served basis, so I would urge organisations who have carbon reduction projects in mind to contact us with a view to securing funding for this financial year (ending 31st March) and also for future funding rounds. Funding for energy efficient projects is an extremely important and direct way of encouraging sustainability, both in the public and private sectors. This is a relatively new industry and as with all new industries the technology is still quite niche, with a corresponding price tag. Initial cost is an important factor in the decision making process, in the case of electric vehicles buyers place a 60% significance on the purchase price, rather than whole life costs (King Review 2007). The inertia when it comes to up take can be broken by lower initial costs which will only be brought about by mass uptake and falling prices. By providing funding DECC, via Salix Finance, are helping to both promote energy efficient measures, but by reducing the initial costs are also driving it from an expensive niche market to a more affordable mass market.

Unfortunately, the important role of DECC and other funding streams is not advertised widely enough and to make an even bigger difference more effort must be put into making eligible establishments are aware of the benefits.

Such initiatives and opportunities for financial support are vital for Local Authorities and community projects on green agenda particularly in this constrained economic climate. It is particularly pertinent in case of local authorities and their budgets are very limited currently and will continue for a foreseeable future. I heard of the Salix Finance but never applied for a loan / funding etc. so far hence I don’t have any firsthand experience this organisation. Salix funding for implementation of energy efficiency projects clearly makes a difference when organisations are considering projects. Demand would certainly increase if it was more widely publicised.

The Salix fund is an excellent initiative to enable action when upfront capital funds are not available. Invest to save schemes are extremely important in our current economic climate and offer an attractive way to reduce energy and carbon. I’ve been aware of the Salix fund for quite some time but think further promotion of its uses and the timescales for applications would be beneficial.’

Croydon Council has managed a Salix fund for several years and it has been a valuable tool to deliver a steady stream of projects that cut carbon and deliver ongoing cash savings. The Salix “pay from savings” model is valuable in the public sector where capital budgets are often separate from revenue budgets which means it is often difficult to apply ‘whole life cost’ principles to projects. For example, it is difficult for a local authority to justify more capital spending on a schools project that delivers lower energy bills for the school, as it is the school budget that benefits. Salix (and similar loan schemes) offer a way to deliver this higher performance.

However, a key problem that central government needs to fix is that Academy schools cannot take on loans such as the Salix scheme (or the more capital intensive loan schemes such as the GLA’s RE:FIT model). As more schools transfer to Academy status they will not be able to benefit from such energy saving loan schemes. One way to fix this would be to allow for Academies to repay loans using the “Green Deal” mechanism – e.g. the loan is attached to the building and re-paid via electricity bil payments.

This is too true Bob, funding is not always easy to access for bodies such as Academy Schools or the Private Sector.

However, Solar Selections has a fund capable of delivering an energy efficiency makeover package for any property (Public or Private) spending over £30,000 per annum on Gas and Electricity Bills. This includes the installation of PV, Biomass, LED's, etc.

The fund sees their return by retaining any government incentives such as Feed-in Tariffs (FITS). The property sees a benefit from day one by receiving free electricity, heating, lighting, etc. After 10 years the fund steps aside and the property then also receives all of the government incentives on top of the energy savings.

If my understanding of the Green Deal is correct any measures would have to come in under a ceiling target of £10,000 - which is fine for a domestic energy improvement project but would barely touch the sides for the average Academy

The Herefordshire Council have benefited from the Salix Finance scheme on several projects which have assisted in the reduction of related emissions and costs.

Our organisation is small (less than 10 employees) but we have a carbon reduction action plan in its early stages. Any help and advice from the message board, Salix any knowledgeable others would be welcome as I develop the plan. Financial assistance of any level would be welcomed as we are facing budget reductions each year and trying to make each pound of budget achieve more.

Regarding Salix Finance. Good to hear there are interest free loans available for energy efficiency in public sector buildings. I have heard of Salix Finance but would like to know more especially how to access the conditions around its deployment and what is left in the pot for this year. I would also like to know how this finance relates to the Green Deal please?

Do public sector organisations adopt a hard-nosed attitude to energy efficiency investments, as they would in the private sector?
It is great that Salix can provide funding for projects, so the cost of capital is kept low, but the investment still needs to make a positive return. The cost of capital is merely one factor that should be considered in the overall business case before deciding on investment. And yes, other factors such as "because it feels like the right thing" or "we want to be seen to be doing this" can be given a monetary value so that the business case can be properly evaluated - I have experience of this in a private sector organisation.

It will be a good opportunity for Green Deal to begin in the public sector for buildings such as libraries, schools and town halls that will stay in ownership for the next 25 years. It then needs to focus its attention to the social housing stock which could help with fuel poverty targets before the private owner-occupier sector. The Green Deal could provide many opportunities for various sectors to improve its energy efficiency and this will all benefit the overall outcome of cutting emissions targets in the future.
