CCC Response to Report on Electricity Market Reform

In response to the Energy and Climate Change Select Committee report on Electricity Market Reform,David Kennedy Chief Executive of Committee on Climate Change said

"We strongly agree with the recommendation that there should be a clear carbon objective for the EMR. Setting an objective in secondary legislation would guide design of the delivery plan, and ensure that this results in appropriate levels of investment in low carbon technology. In addition, it would provide more confidence on the path beyond 2020, which is important to support supply chain investment.

Without such an objective, the risk is that the delivery plan will be driven by short term political considerations rather than long term objectives, resulting in a continued poor investment climate for low carbon technologies, and a second dash for gas. We should try to avoid this situation in order to minimise electricity costs and consumer prices"
