Association of Colleges' assistant chief executive, Julian Gravatt, said: "The Work Foundation's calculations make stark reading.

Youth unemployment in the UK has grown faster here than in the rest of the G8 nations and there are doubts about whether a recovery will bring the numbers down. Government has not created sustainable jobs but, as the report identifies, there are a range of policy measures which can help prepare young people with the right skills and aptitudes, and which encourage employers to take them on.

"The Traineeship proposal from the Departments for Education and Business will help here but we think more will need to be done to tackle incentives and support for young people because colleges saw a modest decline in enrolments on lower level courses this year."
